Administrative,Regulatory
and Public Procurement

WHO WE ASSIST

Italian and multinational clients operating, in particular, in the pharmaceutical and life sciences, construction and infrastructure, audiovisual and electronic communications, gaming and betting, energy, automotive, environmental, transport, logistics, luxury, and food & beverage sectors, as well as operators active in regulated sectors and in industries involving a high level of interaction with the Public Administration.

WHAT WE DO

We assist clients in matters of public and regulatory law, both in litigation and non-contentious matters.

We handle all phases of public tender procedures, from the identification of the tender procedure to the preparation of participation documents, from the management of guarantees to the award and post-award phases, through to the execution of public contracts and assistance during the performance phase.

We provide advice and assistance in relation to concessions, authorisations and licences, including procedures for accessing regulated markets and for carrying out activities subject to public supervision, as well as in relation to trade restrictions and the export of dual-use goods.

We assist clients in proceedings before public administrations, agencies and independent authorities, including, by way of example, the Italian Competition Authority, the National Anti-Corruption Authority, the Communications Authority, the Italian Data Protection Authority, the Transport Regulation Authority, the Energy, Networks and Environment Regulatory Authority, the Italian Medicines Agency and the Customs and Monopolies Agency, as well as in the related litigation before the Regional Administrative Courts, the Council of State, the Court of Auditors and the Constitutional Court.

Our activity also includes the regulation of the energy and environmental sectors, electronic communications, audiovisual and digital services, gaming and betting, transport and infrastructure, as well as the coordination of administrative and regulatory aspects connected with complex and multidisciplinary transactions.

We have also gained significant and qualified experience in relation to the rules governing the State’s special powers, the so-called Golden Power rules, assisting clients with notifications and proceedings before the Presidency of the Council of Ministers in relation to acquisitions, mergers, demergers and investment transactions involving strategic sectors. This activity is carried out in close coordination with the M&A team.

Our relationship-building skills and the direct presence of our Rome office enable us to assist clients operating in different sectors on administrative and regulatory matters quickly, effectively and with a strongly solution-oriented approach.
